Businesses in the UK that need to import goods under special customs procedures – but don’t hold an existing authorisation – can now use a simplified process known as Authorisation by Declaration (AbD). The scheme provides temporary customs relief, easing import duties and VAT under certain conditions. But the option comes with restrictions, and government guidance warns it’s best suited to occasional or one-off use. AbD functions as a one-off authorisation tied to a single customs declaration. It gives businesses temporary access to customs special procedures – such as inward processing, authorised use, and temporary admission – allowing them to suspend duties while goods are stored, processed, or used temporarily in the UK. The simplified option is available up to 10 times per year and applies only to consignments valued under £500,000. These limits do not apply to Temporary Admission, which allows goods to be brought in for a defined period without paying duties, provided they are not altered during their stay. While AbD can offer valuable savings, it usually requires a refundable financial guarantee covering the full amount of customs duty and VAT. The government notes that companies seeking a longer-term or more frequent use of special procedures may find it easier and cheaper to apply for prior authorisation, which in most cases removes the need for a guarantee. The Department for Business and Trade encourages businesses to carefully assess their needs. AbD is particularly useful for firms that: - Rarely use special customs procedures - Have a one-time need not covered by an existing authorisation - Prefer not to go through a formal pre-approval process Offence and Defence: How Special Procedures Work Special customs procedures are a key tool in the UK’s broader trade strategy, offering both flexibility and cost savings. They include: - Temporary Admission: Imports goods for temporary use with duties suspended. Alterations are not permitted, but repairs are allowed. - Inward Processing: Allows goods to be processed in the UK without immediate duty or VAT. Duties apply only if the goods enter the domestic market. - Authorised Use: Grants duty relief if goods are used for a specific, approved purpose. - Outward Processing: Lets companies send goods abroad for repair, with reduced duties when they are returned to the UK. To use AbD, businesses must: - Declare the appropriate procedure code on their import or export declaration - Provide a security deposit or financial guarantee - Keep clear records and submit a bill of discharge (when required) to reclaim any deposit - If using an agent to file declarations, businesses must inform them of the intention to use AbD and agree on how the guarantee will be handled. Limits and restrictions, there are several cases where AbD is not allowed. The Authorisation by Declaration scheme offers UK businesses a flexible route to benefit from customs duty relief – but it’s not a one-size-fits-all solution. China’s new edge in global trade doesn’t just lie in the volume of goods it ships abroad – it lies in how those goods are made. A quiet revolution is underway in the country’s industrial base, powered by AI, automation, and state-guided optimization. And it’s forcing policymakers and manufacturers across the West to confront a stark question: can they keep up? U.S. Treasury Secretary Scott Bessent doesn’t think so. “The Chinese cannot be allowed to export their way back to prosperity,” he warned recently, calling China’s economy “the most unbalanced in history.” His remarks reflect growing anxiety in Washington over China’s industrial overcapacity, subsidies, and alleged dumping practices. But while debates rage over what China is exporting, the more transformative question may be how it is exporting. Today’s global cost structures are being reshaped not by cheap labor or subsidies alone, but by relentless productivity gains rooted in technology. Gone are the days when China’s manufacturing prowess was synonymous with vast labor pools and economies of scale. In its place, a new paradigm is emerging – one defined by intelligent infrastructure, data-driven feedback loops, and an obsession with efficiency. Take Xiaomi’s “lights-out” factory in Beijing, capable of producing ten million smartphones annually with minimal human oversight. AI orchestrates an intricate dance of robotic arms, warehouse fleets, and precision tooling – all in a system that learns and iterates continuously. It’s not just one factory: from e-commerce logistics to automotive assembly, Chinese firms are embedding artificial intelligence deep into the physical economy. Open-source language models like DeepSeek’s 671-billion-parameter system are being applied to everything from code generation to supply-chain optimization. JD.com is revamping its distribution networks with automated hubs; Foxconn is experimenting with AI-led modular microfactories; and Unitree, a Hangzhou-based robotics firm, is shipping bipedal warehouse robots worldwide. This isn’t innovation in the Silicon Valley sense of splashy apps or moonshots. It’s a methodical, state-supported pursuit of “new quality productive forces,” a phrase now central to Chinese economic planning. Cities such as Hefei and Chengdu are rolling out local grants and pilot zones at a scale that rivals national initiatives elsewhere, all aimed at retrofitting traditional industries for the AI era. The blueprint bears echoes of Japan’s 1980s manufacturing boom, but with a distinctly Chinese twist: a cultural drive known as neijuan – or involution – a relentless race to optimize that often sidelines profit in favor of speed, scale, and control. Automaker BYD, a champion of vertical integration, recently slashed prices across dozens of vehicle models, triggering a $20 billion market selloff. Yet such volatility is often seen not as failure, but as a step in a Darwinian process of industrial refinement. This approach has created a brutally competitive domestic environment. In electric vehicles alone, over 400 Chinese startups have folded since 2018. The survivors are lean, efficient, and increasingly global. Chinese EVs are now entering European markets at prices local rivals struggle to match. The same story is playing out in solar panels and EV batteries, where Chinese firms dominate global capacity and cost curves – not through dumping, but through redesigning how things are made. As a result, China has effectively turned efficiency itself into an exportable asset – one that exerts deflationary pressure on global prices. It’s a shift that complicates central bank playbooks in the West. If inflation is subdued not by weak demand but by relentless productivity abroad, then rate hikes alone will do little. The battlefield moves from monetary policy to industrial policy – from who sets interest rates, to who builds smarter factories. Western governments are taking notice. The U.S. Inflation Reduction Act, CHIPS and Science Act, and the EU’s Green Deal Industrial Plan represent early attempts to push back. But critics argue these measures are fragmented, reactive, and overly focused on upstream sectors like semiconductors. Meanwhile, the real contest – the integration of AI into the physical economy – is already well underway in China. There are caveats. China’s model brings risks: harsh labor conditions, market volatility, regulatory overreach, and a widening gap between producers and workers. The “involution” dynamic, while spurring innovation, can also erode margins and threaten smaller players. The state’s guiding hand, while effective in scaling innovation, can also distort incentives and stifle flexibility. Still, China’s approach is reframing the global economic debate. This isn’t about tariff wars or supply-chain decoupling. It’s about systems – dynamic versus static, adaptive versus legacy-bound. If the last wave of globalization was about chasing cheap labor, the next will chase smart systems. Intelligence won’t reside solely in cloud servers, but in warehouses, supply chains, and 24/7 automated production lines. China’s most important export today is not a product, but a process – one that is redefining the very architecture of global competition. And as this model spreads, it may not be Beijing’s subsidies or trade surpluses that concern rivals most, but the realization that the rules of industrial engagement have already changed.

The escalating trade dispute between the United States and the European Union is once again bringing the global auto industry into the spotlight. Following a new threat from former President Donald Trump, who announced the potential imposition of a 30% tariff on EU imports starting August 1, economic relations between the two longstanding allies are under renewed strain. The announcement, which came via formal correspondence sent to EU leaders, marks a significant shift in tone, particularly as it layers atop existing sectoral tariffs already impacting European automobile and parts manufacturers. Since April, a 25% duty has been applied to imported light vehicles, and since May, a matching 25% tax has covered many auto parts. European automotive companies are among the largest beneficiaries of transatlantic trade, with the U.S. representing a key export market. Volkswagen, BMW, and Mercedes-Benz derive a substantial share of their global revenue from American consumers: 18%, 19%, and 24%, respectively, according to recent FactSet data. While many German manufacturers have established U.S.-based production facilities to mitigate tariff exposure—notably VW's Chattanooga, TN plant and BMW's operations in Spartanburg, SC—the new levies on imported components could significantly disrupt supply chains and elevate production costs. Trump's rationale hinges on what he has long described as an "unfair playing field," noting that the EU imposes a 10% tariff on U.S.-made light vehicles compared to the pre-existing 2.5% U.S. duty. The move to equalize or exceed those tariffs appears calculated not only to address this imbalance but also to rally domestic manufacturing interests during a politically volatile period. The so-called "chicken tax," a 25% levy on imported trucks and SUVs in place since the 1960s, has long served as a protective barrier for U.S. auto producers and is now being extended in principle to broader vehicle categories. Trump's strategy appears to be an attempt to capitalize on that precedent. Though the EU had planned retaliatory tariffs to take effect earlier this week, officials have opted to delay implementation in hopes of securing a negotiated resolution by month-end. However, the list of potential U.S. targets remains telling. Rather than Ford or General Motors—which derive just 1% or less of their revenue from EU sales—the EU is eyeing brands like Harley-Davidson, an iconic but relatively minor player in terms of European revenue exposure. Stellantis, formed through the Fiat-Chrysler merger and now headquartered in the Netherlands, maintains more balanced exposure across both markets, with about 10% of its income from France and 7% from Italy. Yet, its stock has plunged 24% year-to-date, reflecting investor concern over its transatlantic vulnerability. Investor sentiment reflects the broader uncertainty. While the S&P 500 has risen 6% in 2025, the performance of auto-related stocks tells a more nuanced story. Ford is up 19%, suggesting resilience or confidence in domestic strategy. However, the unpredictability of Trump's negotiation style and the strategic importance of the auto sector to both economies ensure that the coming weeks will be pivotal. For now, automakers on both sides of the Atlantic are bracing for impact, weighing production shifts, pricing strategies, and long-term implications for cross-border investment. What happens next may reshape not just trade flows, but the future of the global automotive industry itself. Trump has framed the 90-day tariff pause as a fresh start or “reset” between the US and China, after months of escalating trade tensions. The markets loved the news, which is why they surged — investors had been nervous about the trade war dragging down global growth, but this seems to have for now at least, eased concerns on the ‘trade war’ between these two powers. But it must be noted this is a pause and not a permanent deal. Both sides still have high tariffs and although bigger than what was initially expected, even after cuts of 115% each, the US tariff of 30% on imports from China and 10% for US goods to China are still deemed as steep. Even so, the message is one that this is at least thought to still be manageable and is a welcomed move. This has however, set the stage for further talks, especially Trump’s expected meeting with Xi Jinping and it will be interesting to see what transpires from this. China has been vocal in their hopes that the US will continue to work with them on trade and has gone as far as suggesting that the tariff cuts fall within the realms of common global interest. Indeed, a stalemate between the US and China would not be a trade war the world could or would want to facilitate.
